Why a mortgage in this corner of Texas is a local question

The greater Katy and west Houston market is unusual in how quickly its lending picture changes over short distances. The 8 cities above are spread across three counties — Harris, Fort Bend and Waller — and Katy alone sits in all three. Two houses on opposite sides of the same road can fall under different county tax jurisdictions, different school districts, and different municipal utility districts, and each of those differences lands in the monthly payment rather than the purchase price.

MUD rates are the item buyers most often miss. Master-planned developments across Fulshear, Cypress and Sienna carry district assessments that differ noticeably between older and newer villages, and a payment estimate that leaves them out can be wrong by a meaningful margin. School attendance is the other one: the 77406 and 77407 area around Richmond straddles the Lamar CISD and Fort Bend ISD boundary, and the west Houston corridor splits between Katy ISD and Cy-Fair ISD depending on the street.

Program eligibility moves with geography too. Parts of Brookshire, in Waller County, qualify for USDA rural development financing that neighboring Katy ZIP codes do not — a zero-down program that simply is not on the table a few miles east. At the other end, the conforming loan limit of $832,750 and the $541,287 Houston-area FHA ceiling decide which programs a given price point can even use, and both thresholds sit inside the range this market routinely trades at.

None of that is knowable from a rate table.
